Well ... I guess if you know from the outset that you are always going to be late for work, might as well determine whether that's something that might annoy your supervisor ...
I don't think it's a matter of *always* being late, but one of testing the temperament of the prospective employer. Sort of a litmus test to see how they react to the kind of minor screwup that everyone eventually makes.
I'm still not convinced it's a good idea, although I sort of understand the reasoning behind it.
